On July 2, the second continental Congress voted to approve a resolution of independence that Richard Henry Lee of Virginia proposed in June.] At that time, residents of the 13 British colonies, now United States territory, were at war with the British king and Parliament because the British Parliament in 1764 issued the "currency Law."
