Наречие too обычно используется, чтобы сказать, что кто - то слишком маленький, большой, медленный и т. д. (too small, big, slow, etc. ), чтобы что - то сделать.

to + verb. 

   She is too young to go to a nightclub.
This shirt is too small to fit Jim. He needs a bigger size.
The sea was too cold to swim in.

enough имеет положительное значение. Оно обозначает: достаточно, столько, сколько нужно.
There are enough plates on the table.
