The diplomatic relations between the Republic of Kazakhstan and Canada
were established on April 6, 1992, thus paving the way for steady and mutually beneficial bilateral ties in the political, economic and cultural spheres.
With a view to facilitate friendly relations and provide assistance in traveling and visa related issues the Consulate of the Republic of Kazakhstan began its work in Toronto in 1997 until the Embassy of the Republic of Kazakhstan was opened in Ottawa in 2008.
In 2012, the year that marked the 20th anniversary of the establishment of diplomatic relations between the Republic of Kazakhstan and Canada, the Embassy of Kazakhstan to Canada moved to a new location at 150 Metcalfe Street, Suite 1603-1604, Ottawa, ON, K2P 1P1.

Since the establishment of diplomatic relations in April
1992, political and economic contacts between the Republic of Kazakhstan and Canada have been growing to mutual benefit.
The legal framework of cooperation that has been established thus far includes the Declaration on Economic Cooperation (1992), Declaration on Principles of Relations (1995), Agreement on Trade (1997), Convention for the Avoidance of Double Taxation (1998), Kazakhstan – Canadian Joint Action Plan to Strengthen Economic Partnership (2003) and also the Memorandum of Understanding in the sphere of economic cooperation, trade and investment between the Ministry of Industry and Trade of Kazakhstan and the Ministry of Foreign Affairs and International Trade of Canada (2009) and Memorandum of Understanding between the Ministry of Agriculture of Kazakhstan and the Ministry of Agriculture and Agri-Food of Canada (2012), as well as the Agreement on Cooperation in the Peaceful Use of Nuclear Energy (2013) that will be ratified in the near future by the governments of two countries.
The visit of President of Kazakhstan Nursultan Nazarbayev to Canada in June 2003 became an important event in the history of bilateral relations and provided a new impetus to Kazakhstan-Canadian cooperation. In November 2010, President Nursultan Nazarbayev held a bilateral meeting with Prime Minister Stephen Harper within the framework of the NATO Summit in Lisbon. The latest unofficial meeting between President of Kazakhstan Nursultan Nazarbayev and Canadian Prime Minister Stephen Harper took place within the framework of the G20 Summit in Russia in 2013.
2012, the year of the 20th anniversary of establishing diplomatic relations between Kazakhstan and Canada, was marked by significant strengthening of bilateral cooperation, including increasing political dialogue, intergovernmental ties, trade and economic and humanitarian relations.

Embassy of the
Republic of Kazakhstan to Canada organized an official reception on the occasion of the Day of the First President of Kazakhstan and the 23rd anniversary of the Independence Day of Kazakhstan in Ottawa on December 4, 2014.
Over 250 guests attended the celebrations, including members of the Canadian Government and Parliament, official representatives of the ministries and agencies, businessmen, scientists, journalists, foreign Ambassadors accredited in Ottawa and representatives of Kazakhstan’s diaspora and students from various provinces in Canada.
The guests were informed about the Address of the President of Kazakhstan Nursultan Nazarbayev to the People of Kazakhstan “Nyrly Zhol – The Path to the Future” and literary and political works of the Head of State that were presented at the special exhibition titled “December 1 - Day of the First President of the Republic of Kazakhstan”.
The commitment to further strengthen mutually beneficial partnership was also raised by business representatives of Canada, who arrived to Ottawa from distant provinces to congratulate Kazakhstan on its 23rd anniversary of independence. Among the guests were President of one of the world’s biggest uranium production corporations Cameco Tim Gitzel and Vice President of the world’s aviation giant Bombardier Pierre Sein Pyun and others.
Participation of Canadian business at such level is not surprising, because this year saw entering into force of the Agreement on Cooperation in the Peaceful Uses of Nuclear Energy between Kazakhstan and Canada and conclusion of the Agreement with Bombardier. Canadian company will participate in the establishment of a new airline in Kazakhstan and supply Q400 airplanes for it.

n Ottawa, Ambassador of the Republic of Kazakhstan to Canada H.E. Mr. Konstantin Zhigalov met with Minister of Natural Resources of Canada the Honourable Mr. Joe Oliver. During the meeting the parties discussed the current dynamics and prospects of bilateral cooperation in trade, economic and investment areas, including the oil and gas and uranium industry.
The parties welcomed that Kazakhstan is the main trading partner of Canada among the CIS, Eastern and Central European countries and Canada is the leading partner of Kazakhstan in the Americas. In 2012, bilateral trade totaled $3.3 billion. Canada is among the top 10 foreign investors in Kazakhstan’s economy. Since 1993, direct investment from Canada to Kazakhstan’s economy amounted to $6 billion.
One of the most significant investment contributors is Canada’s largest corporation Cameco. JSC National Atomic Company Kazatomprom and Cameco Corporation concluded an agreement in London in September 2012, promoting cooperation between Kazakhstan and Canada in uranium industry to a new stage, which ensures development of cooperation on refining and further conversion of uranium ore to produce fuel for nuclear power plants.
Kazakhstan’s diplomat informed about the achievements of our country in the socio-economic sphere, main priorities of President Nursultan Nazarbayev’s strategic project “Kazakhstan-2050” and also about the preparation for the Expo-2017 in Astana.
In conclusion of the conversation Ambassador Mr. Konstantin Zhigalov invited Minister of Natural Resources of Canada Mr. Joe Oliver to visit Kazakhstan this year.

The Embassy of the Republic of Kazakhstan to Canada participated in the inaugural “Embassy Chef Challenge 2014” in Ottawa on September 19, organized by the 3C Foundation of Canada and held at the residence of the Ambassador of Ireland to Canada Mr. Raymond Basset and Mrs. Patricia Basset.
The special event was a great opportunity for the Embassy to introduce Ottawa to some of the best national dishes of Kazakhstan as well as inform the guests about the country’s traditions, culture and tourism.
Along with Kazakhstan’s Embassy, included among the contestants were chefs from Embassies of Ecuador, Ireland, Japan, Spain and Thailand. Held for the first time in Ottawa, the Embassy Chef Challenge was a highly anticipated event, and gathered around 400 guests.
Proceeds from the special event will be used for improvements of an IBD procedure room and purchase of modern equipment for the Children’s Hospital of Eastern Ontario.

Last week
in Ottawa, Ambassador of the Republic of Kazakhstan to Canada H.E. Mr. Konstantin Zhigalov participated in several events to promote nuclear non-proliferation and disarmament.
On May 28, Embassy of Kazakhstan to Canada hosted a working dinner on the theme of nuclear security with participation of a number of Canadian Parliamentarians, Ambassadors, accredited to Canada, DFAIT officials and experts in this area, including the representatives of the Parliamentarians for Nuclear Non-proliferation and Disarmament (PNND).
On May 30, Ambassador Zhigalov participated and delivered a speech at the Canadian Parliament launch of the IPU/PNND Handbook for Parliamentarians on Supporting Nuclear Non-proliferation and Disarmament by the invitation of Co-Chairs of the Canada Section of PNND MP Hon. Mr. Scott Armstrong and MP Hon. Mrs. Hélène Laverdière. Last year in October, the delegation of the Parliament of Kazakhstan, headed by the Speaker of the Lower House of Parliament H.E. Mr. Nurlan Nigmatulin took part in the launch of the Handbook at the 127th IPU Assembly in Quebec.
On May 31, Ambassador Zhigalov spoke at the conference on the Role of Public Pressure in Securing a Nuclear Weapons-Free World about the experience of Kazakhstan in promoting nuclear disarmament and non-proliferation. Among other speakers of the event were former Senator of Canada and PNND Founder Hon. Mr. Douglas Roche, American historian Professor Lawrence S. Wittner, Mr. Cesar Jaramillo of the Project Ploughshares and Ms. Kathleen Walsh of the Rideau Institute.
In 1991, President of Kazakhstan H.E. Mr. Nursultan Nazarbayev signed the decree to close the Semipalatinsk Nuclear Test Site. It put an end to 40 years of nuclear tests in Kazakhstan. In addition, Kazakhstan gave up its nuclear arsenal, considered at the time the fourth largest nuclear arsenal in the world. Kazakhstan became one of the initiators of a nuclear-weapon-free zone in Central Asia that was formed in 2006. Commending Kazakhstan’s non-proliferation record, the UN recognized August 29 as the International Day against Nuclear Testing.
With a view to push the global community to more decisive actions on the final and definitive ban of nuclear weapons, Kazakhstan has launched the ATOM Project. The project’s website www.theatomproject.org contains a petition to the world's governments calling to ban nuclear weapons which any person in the world can sight to make a contribution into the movement of countering nuclear weapons.
In terms of cooperation between Kazakhstan and Canada, nuclear security is the example for bilateral cooperation in peaceful atom. The agreement that the governments of Kazakhstan and Canada are about to sign on the peaceful use of nuclear energy is a major step in this direction. The biggest companies, Kazakhstan’s Kazatomprom and Canadian Cameco as well as Uranium One are working on increasing the production and security.

On 3 April 2014, Ottawa
has successfully hosted the 19th festival of “Celebration of Cultures” with participation of the Embassy of the Republic of Kazakhstan in Canada. The celebration took place at one of the largest polytechnic educational institutions in Canada – the Algonquin College of Applied Arts and Technology. The number of full-time students taking programes at Algonquin exceeds 21 thousand people.
The Celebration of Cultures is one of the most popular and anticipated events in the life of Ottawa, demonstrated by the annually increasing number of participants and guests.
This year, 22 embassies accredited in Ottawa attended the event, including those from Armenia, Bulgaria, China, Dominican Republic, Indonesia, Japan, Poland, Turkey, US and other. Along with students and representatives of Algonquin College’s faculty and leadership, Ottawa citizens, diplomats and journalists were among the guests.
The Kazakhstan Embassy’s booth showcased books on Kazakh traditions, culture, the country’s economy, as well as travel literature and pictures. Traditional clothing and jewelry, cultural artefacts, souvenirs, national dishes and other were also on display.
In addition, the visitors were able to watch videos of great performances by Kazakhstan’s popular bands and honoured artists and receive information on various topics, including the way Astana is preparing to host the forthcoming International Specialized Exhibition EXPO-2017.
The guests and participants of the Celebration of Cultures were interested in learning more about Kazakhstan’s experience in building interethnic and interreligious harmony, as well as the role and work of the Kazakhstan People’s Assembly.
The Kazakhstan booth was one of the popular spots at the festival, welcomed for its decoration style and the traditional hospitality.
